What is PAGCOR: charter and powers
PAGCOR’s charter is Presidential Decree No. 1869, as amended by Republic Act No. 9487, a form PAGCOR itself uses on its responsible gaming page. RA 9487, approved on 20 June 2007 and published on lawphil.net, extended the franchise “for another period of twenty-five (25) years, renewable for another twenty-five (25) years”.

The limits matter. A game that falls under another franchise or regulator is not PAGCOR’s to license, which is why a PAGCOR logo can only speak for what PAGCOR actually covers.
PAGCOR online: what it licenses
PAGCOR’s Electronic Gaming Licensing Department page states that PAGCOR “regulates all games of chance and issues licenses to all gaming operations within the Philippine territory”. The department’s remit lists seven game types.

A studio’s roster is not an operator licence. PAGCOR’s roster for JILI, for example, is a file of 217 approved game entries, which approves content rather than any casino.
Responsible gaming and exclusion on PAGCOR’s page
PAGCOR’s responsible gaming page lists who is prohibited from gambling, online as well as in a gaming hall: persons under 21, government officials and employees, members of the AFP and PNP, persons in the National Database of Restricted Persons, and Gaming Employment License holders and employees of licensees.
