Is a Curaçao licence the same as a PAGCOR licence?

No. They are issued by different authorities in different countries. A Curaçao licence appears in Curaçao records, and a PAGCOR registration appears on PAGCOR's own published list.

It is the number the JILIPARK lobby footer prints for the master licence of Gaming Services Provider N.V. It identifies the master licence holder, not a licence issued to JILIPARK.

What changed with the LOK?

The National Ordinance on Games of Chance, LOK, came into effect on 24 December 2024, and the Gaming Control Board is now referred to as the Curaçao Gaming Authority. Read the authority's own regulation page for the transition rules.

Can the Curaçao regulator settle my dispute with a casino?

Gaming Curacao licensing is the second authority a casino lobby may name beside PAGCOR, and it works very differently for a player in the Philippines. The lobby’s mobile footer, read on 1 October 2026, shows a PAGCOR logo image under the heading “Gaming license”. Beside it sits this line, the lobby’s own wording:

Regulated & Licensed by PAGCOR and operates under the Master License of Gaming Services Provider. N.V. #365/JAZ

The number 365/JAZ is what the footer gives for the master licence holder, not a licence issued to JILIPARK.

The checkable fact sits beside it: PAGCOR’s list of 27 August 2026 carries no JILIPARK entry. The Curaçao half of the line is a different record held by a different authority, covered below.

Master license and sublicence: how the old model worked

Before the LOK, Curaçao online gaming ran through master licence holders. The Curaçao Chronicle reported on 17 November 2023 that Gaming Services Provider was one of the master licence holders, alongside Cyberluck, Antillephone, Curaçao Interactive Licensing and The Elite Turf Club. The same report said master holders had issued sublicences, a court finding quoted there describing it as happening “without any government oversight being possible”.

A footer that cites only a master licence holder names the holder, so the operator question remains open.

The LOK and the Curaçao Gaming Authority

The Curaçao Gaming Authority’s own regulation page states that the Landsverordening op de kansspelen, the National Ordinance on Games of Chance (LOK), came into effect on 24 December 2024. The Gaming Control Board is referred to as the Curaçao Gaming Authority under it. The authority began a phased reform of the online regime in November 2023, and online licences were previously governed by the Landsverordening buitengaatse hazardspelen (LBH), which stays relevant through transitional provisions under Article 15.1 of the LOK.

The authority publishes a licence register as downloadable PDFs: land-based casinos, online gaming licences, certificates and an enforcement register. Its own note says the overviews do not guarantee current validity and that no rights can be derived from them.

An offshore casino holds a licence from an authority outside the country its players sit in. For a player in the Philippines, a Curaçao record answers who licensed the operator in Curaçao. It does not put the brand on PAGCOR’s list.

Problem

Treat them as two separate claims. Search the brand and domain on PAGCOR’s list, then search the operator company on the Curaçao register, and ask Live Support which entity runs the cashier.
